REQUEST FOR PROPOSAL

The Washington County Housing Authority requests proposals for Architectural and Engineering services relative to design and construction work funded by the Capital Fund Programs. Work under this program will take place over the next two years at various sites located in Washington County.  See “Attachment #1” for a list of proposed construction activities and their anticipated budget costs by site and year.  Proposals will be received no later than 4:00 P.M. prevailing time, Tuesday, November 8, 2016.

The Authority will evaluate all responses to this request and eliminate those that are obviously unqualified to provide the required services. The Housing Authority will make award to the most responsible firm, whose offer conforms to this solicitation and is the most advantageous to the Housing Authority.  Award for this solicitation considers both technical quality and cost factors. The Authority reserves the right to reject any and all proposals.

Firms will be required to comply with all applicable requirements for federally funded construction contracts, specifically:  Title VII of the Civil Rights Act, Executive Order 11246, Section 503 and 504 of the Rehabilitation Act, and Section 3 of the Housing and Urban Development Act of 1968 as amended.  Performance goals and compliance requirements that are related to Federal contract provisions are available to all that respond to this request.  The Washington County Housing Authority does not discriminate in employment, Federal contracts or subcontracts, or housing programs due to race, color, religion, sex, disability or national origin.

The City of Pittsburgh, in cooperation with the Pennsylvania Department of Transportation, will be accepting bids, through the Pennsylvania Department of Transportation’s Engineering and Construction Management System (ECMS), for the construction of a switch-back pedestrian ramp from the Smithfield Bridge to the Mon-Wharf in the downtown area of the City.

The construction plans and specifications can only be viewed on the Pennsylvania Department of Transportation’s ECMS website http://www.dot14.state.pa.us/ECMS/. The bid documents should be available on, or shortly after, Thursday, October 27, 2016.

REQUEST FOR PROPOSAL NO. 16-09

Port Authority of Allegheny County is requesting proposals for the performance of the following services:

CONSTRUCTION MANAGEMENT SERVICES

The Construction Management Services (Contract Services) under the proposed agreements will be in the categories of (A) Bridges; (B) Heavy & Highway; C) Garage & Facility; D) Way & Site Work; and E) Systems & Electrical. The required Contract Services include, but are not limited to, bid/award phase support, constructability reviews, construction management and inspection, field surveying, claim support, project management/administration and related tasks.  Authority intends to enter into agreements with pools of up to two (2) firms for each of the above-identified categories that can be called upon on an as-needed basis. While it is currently Authority’s intention to enter into agreements with pools of up to two (2) firms per category, this number may be adjusted up or down, at Authority’s sole discretion, based upon the number of proposals received and Authority’s evaluation of same in relation to its construction management services needs in the above-identified categories. Proposals may be submitted to provide Contract Services in one or more of the identified categories. The required Contract Services will be issued on a work order basis as they are approved to proceed by Authority.  The agreements will be for a three (3) year period with the option to extend their terms up to one additional year at the sole discretion of Authority.

Hard copy proposals must be both delivered to, and time stamped by a representative of the Purchasing and Materials Management Department at or before 2:00 p.m., prevailing time, November 30, 2016 to the Purchasing and Materials Management Department, Port Authority of Allegheny County, 345 Sixth Avenue, Third Floor, Pittsburgh, Pennsylvania, 15222-2527. Proposals received or time stamped in the Purchasing and Materials Management Department after the advertised time for the submission of proposals shall be non-responsive and therefore ineligible for award. Each Proposer shall be solely responsible for assuring that its proposal is timely received and time stamped in accordance with the requirements herein. Please note that a sealed Summary of Costs should NOT be submitted with either the hard copy or the electronic version of the Proposal, but will be submitted at a later date as requested by Port Authority.

The Contract Services may be financed jointly by the County of Allegheny, the Commonwealth of Pennsylvania, and the Federal Transit Administration (FTA) of the U.S. Department of Transportation (DOT).  The proposal process and the performance of the requested services will be in accordance with the guidelines and regulations of the FTA “Third Party Contracting Guidelines”, FTA Circular 4220.1F, as amended, and all other applicable federal, state and local laws and regulations.

Port Authority of Allegheny County, in compliance with 49 C.F.R., Part 26, as amended, implements positive affirmative action procedures to ensure that all Disadvantaged Business Enterprises (DBEs) have the maximum opportunity to participate in the performance of contracts and subcontracts financed, in whole or in part, with federal funds provided under the proposed Agreement.  In this regard, all recipients or contractors shall take all necessary and reasonable steps in accordance with 49 C. F. R., Part 26, to ensure that DBE’s have the maximum opportunity to compete for and perform contracts.  Recipients and their contractors shall not discriminate on the basis of race, color, creed, age, disability, national origin or sex in the award and performance of DOT assisted contracts.
