Sealed bids will be received in the office of the Controller of Butler County, Mr. Benjamin Holland, County Government Center, 124 West Diamond Street, P.O. Box 1208 Butler, Pa. 16003-1208 until 2:00 p.m. prevailing time Tuesday,  April 5, 2016 with all bids opened at Agenda Setting meeting on Wednesday, April 6, 2016 at 9:30 a.m. in the Public Meeting Room, First Floor, County Government Center, 124 West Diamond Street Butler, PA.  All sealed bids must be clearly marked 2014 Zelienople Borough ARC Grant Revitalization Project on the outside of the envelope.

A general description of the work is as follows:

The project includes improvements related to the Borough’s streetscape project including stormwater piping, sidewalks replacement, retaining wall installation and related facilities.

Bid Documents may be obtained at the office of Herbert, Rowland & Grubic, Inc. 200 West Kensinger Drive, Suite 400, Cranberry Township, Pa  16066 upon the payment of a non-refundable fee of $20.00 for a CD of the documents payable to Herbert, Rowland & Grubic, Inc.  The addenda, if any, will be issued only to those persons whose names are on file with the Engineer as having obtained the contract documents.  All questions regarding the specifications call 724-779-4777 or fax 724-779-4711.

Each proposal shall be accompanied by a bidder’s bond, or certified check or cashier’s check, in favor of the County of Butler, in the amount of not less than ten percent.  The County of Butler reserves the right to waive any informality in and to accept or reject any and all bids or any part of any bid.  No bid may be withdrawn for a period of sixty (60) days.

Bidders must submit with their bids the non-collusion affidavit contained in the contract documents.

Prevailing wages established under the Davis-Bacon Act will apply to this contract.  The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses and related matters.

Invitation for Bids

Park Improvements – CDBG Improvements Re-Bid

CDBG Improvements Package includes, but is not limited to: removals, erosion and sedimentation control, 4” backwater valve, bituminous paving, concrete paving, galvanized handrail, placing topsoil and seeding.

Park Improvements – Playground Improvements Re-Bid

Playground Improvements Package includes, but is not limited to: site preparation, furnishing and installing playground surface edger, organic protective playground surfacing with underdrain and timber edger.

Bidders must bid all work on the bid form. Failure to bid all items will result in the rejection of the bid.

A certified check or bank draft, payable to the County of Butler, negotiable U.S. Government Bond (at par value or a satisfactory bid bond) executed by the bidder and an acceptable surety, in an amount equal to at least ten percent (10%) of the total bid of this project (Base bid and all alternates), shall be submitted with each bid.

The successful bidder will be required to submit a 100% performance bond, a 100% labor and materials payment bond and a one year maintenance bond in the amount of 10% of the project value.  Should a bidder desire to submit a bid for more than one package, they can do so provided they are submitted independent of one another in separate envelopes.

Portions of this project are funded by CDBG funding.  Therefore, all work is subject to the Davis-Bacon Wage Rates and federally required MBE/WBE, Section 3, and nondiscrimination practices.

Bids must be submitted on the forms furnished herein.  Bid packages are available through Accu-Copy Reprographics (724) 935-7055.   Contact Accu-Copy to complete a Bid Registration Form and to submit a non-refundable deposit of $30.00.  Sets can be mailed, if requested, at the bidder’s expense.
