			<title>Chester A. Arthur:  Another Friend Along the Way</title>

			<description><![CDATA[Apparently, a tall Texan once said to be the prodige of Georgia segregationist, Herman Talmadge, was not the only presidential figure in our corner. Far less successful with African American concerns but more so with those of Native Americans, it is recorded that "Chester A. Arthur, 21st President of the United States (1881–85) and champion of civil rights, worked to improve conditions for both African Americans and Native Americans. He secured better educational opportunities for Native Americans, though many of his efforts toward civil rights were blocked by resistance from Congress and the Southern Democrats." It is curious that President Arthur doesn't at least share some of the human rights spotlight given Abraham Lincoln. Afer all, President Arthur was into the much needed programmatic phase of human rights. Once manumitted, what then was the question.]]></description>
