Programs
Port Authority is seeking an experienced Manager of Capital Programs to manage the engineering design, construction and closeout for capital improvements to Authority’s bus and rail infrastructure, facilities, and bus/railcar fleet procurement programs. To assist the Director of Technical Support and Capital Programs in the planning, programming and coordination of all infrastructure renewal projects and technical services. Provides direction to the Bus Fleet Engineer, Systems Engineer, Facilities Engineer, Senior Project Engineer, Power/railcar Engineer, and Environmental Compliance Coordinator.
Job requirements include:
•BS Degree in Civil Engineering or a related engineering field.
•Minimum of eight (8) years of progressive experience in Design Management, i.e., managing capital projects and professional service contracts, quality control, dispute resolution, financial and schedule control.
•Professional Registration in Pennsylvania.
•Minimum of four (4) years supervisory experience.
•Professional and effective oral and written communication skills.
•Valid PA driver’s license.
•Demonstrated ability in the use of Windows.
Preferred attributes:
•Demonstrated ability in the use of Microsoft Word and PowerPoint.

Port Authority is seeking an experienced Director of Legal and Consulting Services to manage the activities of the Legal and Consulting Services Department. Represents the Port Authority in civil, criminal and administrative proceedings. Supervises outside legal counsel, monitors all litigation against the Port Authority and manages Port Authority real estate.
Job requirements include:
•Degree of Juris Doctor from an accredited law school and member in good standing of the Pennsylvania Bar.
•Valid license to practice law in Pennsylvania.
•Admission to the courts of the Commonwealth of Pennsylvania and the United States District Court for the Western District of Pennsylvania.
•Minimum of nine (9) years supervisory and practical experience in civil, criminal and administrative litigation, including the supervision of lawyers and legal assistants in trial preparation, work product and development of trial strategy.
•Ability to analyze and audit outside legal fees.
•Knowledge of contract law, personal injury law, civil rights law, and state and federal legal procedure.
•Knowledge of insurance and re-insurance processes and procedures.
•Demonstrated ability in the use of Microsoft Word and Windows.
•Effective and professional communication skills.
Preferred attributes:
•Evaluation experience in risk exposure and management, reserve establishment and claims counseling.
•Knowledge of transportation industry.

The Operations Manager position is an interim, highly responsible professional administrative position. The Borough is seeking a strong administrator. Completion of a Bachelor’s degree in civil engineering, public administration or related field from an accredited college or university is required. Must possess and maintain a valid PA Motor Vehicle License and possess a working knowledge of computer tracking systems and basic GIS programs. Building Code Official Certification preferred.

The Case Manager assures that children served by the program receive sound advocacy and early permanency planning, in accordance with the Pennsylvania Juvenile Act and federal laws, as well as the policies of CASA of Allegheny County.
Qualifications: Graduate degree in law, social work, psychology, human services or related field and five years relevant experience. Commensurate education and work experience combination can be considered in lieu of a graduate degree.
Experience: Experience in volunteer management, competence in and commitment to the field of child welfare or child and family services. Solid knowledge base regarding child abuse and neglect, advocacy, family dynamics, cultural issues, juvenile court and the social service system. Demonstrated commitment to cultural competency.
Skills: Must demonstrate collaboration and leadership ability as well as a sound understanding of the principles of volunteer management. Requires excellent verbal and written communication and advocacy skills, ability to work well in a fast-paced and changing environment and to handle multiple priorities. Needs to be confident, flexible, organized and responsible. Needs to be able to consult, problem solve and work collaboratively.
