REQUEST FOR BIDS
CHAR-WEST COG
Notice is hereby given that specifications and proposal forms are available from 9:00 a.m. to 4:00 p.m.. weekdays, at the office of Char-West COG, One Veterans Way, Suite 202, Carnegie, PA 15106, (412) 279-3333. A non-refundable fee will be charged for each set of specifications. Documents may be received by mail for an additional non-refundable fee of $5.00 per set, with $5.00 check made payable to Char-West COG. Mail both checks to the COG office.
PROJECTS:
A. CD 34 3.11.2 Demolition—McKees Rocks Borough; demolition and removal of all contents of three (3) frame houses located at 202 Churchill Street, 316 Hamilton Street and 752 Boquet Street; backfilling and site grading. Make $35 check payable to NIRA Engineers.
Sealed bids will be received at the Char-West COG office at One Veterans Way, Suite 202, Carnegie, PA 15106 until 11:00 a.m. prevailing time on Wednesday, July 30, 2008. Bids will be opened immediately and read aloud in the second floor caucus room of the Carnegie Borough Building, One Veterans Way, Carnegie, PA 15106. Any questions may be directed to Michele Lutz, at the COG, (412) 279-3333.
A Labor and Materials Payment Bond, Performance Bond and Maintenance Bond in the amount of 100% of the bid amount will be required. Certificates of Insurance in the amounts specified, as well as Certificate of Worker’s Compensation; Explosion, Underground Damage and Collapse Insurance Certificate must be filed with the executed Agreement. The Char-West COG reserves the right to reject any and all bids in whole or in part and to waive any informalities.
Bids must be accompanied by a Bid Bond or a certified check made payable, without condition, to the Char-West COG in an amount no less than 10% of the bid or a bid bond in the same amount.
“Compliance is required with the Davis Bacon Act (Davis Bacon does not apply to Demolition projects) and other Federal Labor Standards Provisions: Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; and the Allegheny County MBE/WBE Program enacted July 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise.” Further, notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968, (as amended) and must, to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business concerns and all contracts and subcontracts for this project shall contain the “Section 3 Clause” as set forth in 24 CFR, Part 135.38. Moreover, compliance is required by the prime contractor and all subcontractors with the document entitle Federal General Conditions that is included with the bid materials furnished, these Federal General Conditions to be incorporated by reference into all construction contracts between operating agency and contractor, contractor and subcontractor(s), and subcontractor(s) and lower tiered subcontractor(s).

Invitation to Bid
The Human Services Center Corporation (HSCC) is accepting bids on HVAC equipment, as detailed in the Bid Package. Bids must be full and complete; partial bids will not be accepted. Sealed bids are due on or before Wednesday, July 30, 2008, at 9:00am and shall be received in the Administrative Office of the Human Services Center Corporation, mailing address: 519 Penn Avenue, Turtle Creek, PA 15145; office location: 413 Penn Avenue, Turtle Creek, PA 15145. REQUEST FOR PROPOSALS
The Washington County Housing Authority will accept proposals for Commercial Auto Insurance, General Liability Insurance and Commercial Property Insurance as separate bids. The insurance must comply with all applicable Federal, State and local laws, regulations and/or ordinances, as well as all applicable HUD policies and procedures.

No proposal shall be withdrawn for sixty (60) days following submission.
