Notice to Bidders
Sealed bids will be received by the Quaker Valley Council of Governments (hereafter referred to as the “QVCOG”), Allegheny County, Pennsylvania, for the following Community Development Block Grant year 34 projects:

CD34.7.7, HA Ramps Project,
Avalon Borough
CD34.7.7, HA Park Pavilion,

All proposals must be sealed, marked with project name and number and delivered or mailed to Quaker Valley Council of Governments, 620 California Avenue, Pittsburgh, PA 15202, no later than 10:00 A.M. on Wednesday, May 28, 2008 and same will be opened at 10:01 A.M. on Wednesday, May 28, 2008. The proposals must be mailed or delivered in sealed envelopes and they must be clearly identified as proposals for the projects outlined above.
The QVCOG reserves the right to reject any and all bids, alternates or parts of bids and to waive any informalities in the bidding.
The bids will remain firm for a period of ninety (90) days.
Bids must be accompanied by a Bid Bond or a Certified Check made payable, without condition, to the QVCOG in an amount no less than 10 % of the bid or a bid bond in the same amount. This must be done for each individual project that a contractor intends to bid on.
“Compliance is required with the Davis-Bacon Act and other Federal Labor Standard Provisions: Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Section 109 of the Housing and Community Development Act of 1974; Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138
(Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; and the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise.”
Further, notice is hereby given that this is a Section 3 Project under the Housing and Urban Development Act of 1968, (as amended) and must to the greatest extent feasible, utilize lower income residents for employment and training opportunities and Section 3 Business concerns and all contracts and subcontracts for this project shall contain the “Section 3 Clause” as set forth in 24 CFR, Part 135.38.
Copies of plans, specifications, instructions to bidders, proposals forms and contract forms are on file and open to the public for inspection at the QVCOG office, as addressed above. Sets of documents may be obtained upon the payment of $35.00 per set. No refund will be made for the return of any documents. An additional $5.00 will be required for each set of documents if they are to be mailed.

This project will take place at different locations throughout the community and consist of, but not be limited to making the following areas fully 504/UFAS compliant: creating five 504/UFAS compliant units of different bedroom types, all common areas, various other program spaces, accessible routes, parking and other site work, and related plumbing, electrical and HVAC work.
