The Hill CDC is also continuing work to increase opportunities for Black entrepreneurs in the neighborhood. This could be supported by creating a revenue stream from the Lower Hill site that flows back into the neighborhood, which is one of the requests the Lower Hill Working Group has made to the Penguins.
In addition to the Community Collaboration and Implementation Plan, the Penguins must also complete a Preliminary Land Development Plan, which must be approved by the planning commission.
“We would expect the planning commission would not accept something if our concerns aren’t met. Our hope is that the Pens would not submit something if our needs aren’t met,” said Milliones. “So I do think we do have some leverage.”
